Reporting to the Manager, Budgets and Reporting, the Senior Financial and Budget Analyst (Analyst) is responsible for preparing and assisting in the development of the Department’s Main Estimates, Capital Estimates, Capital Plan, Financial Management Board submissions, Request for Decisions, Business Plan, variance reports, financial forecasts, financial briefing material, expenditure management reports, and plays a large role in the annual year end process. This position also coordinates the budget control process for the Department, which ensures expenditures are effectively planned, incurred, and correctly coded. The Analyst provides analysis to the divisional management for capital planning and operational analysis of Operations and Maintenance, and Capital budget expenditures and monitors the Department Grants and Contributions Program (GCP) and Third Party Funded Program expenditures.

The Analyst is responsible for the effective coordination of all aspects of departmental financial planning and budgetary control. This position also safeguards government assets by ensuring compliance with the Financial Administration Act (FAA), Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS) and all applicable government internal financial and administrative departmental policies and regulations.
