The opportunity:
The Executive Director, Government Relations is responsible for government and community relations activities that proactively advance the University of Manitoba’s strategic priorities, values and reputation. The Executive Director’s work results in a greater voice and position for the University as: an internationally engaged post-secondary institution; a major destination for government, alumni and philanthropic engagement; and an institution recognized locally, nationally and internationally as a premier institution advancing knowledge through rigorous academic programs and groundbreaking research.
Reporting directly to the President, the Executive Director is responsible for overseeing a team of government and community relations professionals and for leading development of an institutional government relations strategy that aligns engagement with UM values, priorities, goals and objectives. The Executive Director serves as a strategic advisor to the President and to senior university leadership on matters related to government policy, community engagement, and external partnerships. The Executive Director also develops robust government and community engagement plans to develop new government and industry partnerships and provides support to the institution’s faculties and units in the areas of government relations and community engagement.
The requirements and experience we’re looking for:
Education and Eligibility
- A degree from a recognized post-secondary institution in a relevant field of study.
- A letter from the Office of the Commissioner of Lobbying to confirm you are able to perform the required lobbying activities.
- Satisfactory work record, including attendance and punctuality.
Knowledge and Expertise
- Minimum 10 years of high level advocacy experience with demonstrated knowledge of government relations, preferably in a public sector environment.
- Strong knowledge of best practices and trends in post-secondary education.
- Working knowledge of post-secondary advancement, structure and governance.
- Demonstrated ability to navigate and influence public funding programs, including infrastructure grants, research initiatives, and social innovation funds.
- Familiarity with performance metrics in public affairs and community engagement.
Strategy and Analysis
- Experience in project management, strategic planning and change management.
- Strong analytical, interpretive, and problem-solving skills with expertise in issues management and change leadership.
- Able to independently research, analyze and synthesize information from diverse sources to recommend strategic solutions.
- Ability to work at the highest strategic levels, gaining the respect of senior administration, government leaders and volunteers, developing and presenting recommendations, and converting strategy into actionable outcomes.
- Highly creative thought leader, with the ability to articulate a compelling and innovative vision.
Leadership and Team Management
- Proven management experience, including leading and developing teams.
- Excellent leadership skills to manage and motivate a team of professionals.
- Ability to thrive in a dynamic, results-oriented environment, consistently meeting deadlines and budgets while effectively prioritizing and managing high volumes of work for both self and team.
- Collaborative and collegial approach within a large, complex, decentralized institution.
- Must demonstrate integrity, openness, decisiveness, and sound judgment and an ability to make decisions independently when appropriate
Communications and Relationship Building
- Outstanding verbal and written communication skills.
- Proven ability to influence the organization at various levels including with peers, senior administration, deans, and other stakeholders.
- Advanced relationship management, interpersonal and consensus building skills, able to influence, manage and build internal and external working relationships and possessing tact, diplomacy, intelligence, and astuteness.
Additional Assets
- Experience working with or in Indigenous communities or organizations.
- Experience with digital advocacy and strategic communications.
An acceptable equivalent combination of education and experience may be considered.
