About the job

As a member of the dynamic Fiscal Planning team, you’ll serve as the vital link between ministry clients and central agencies, driving strategic corporate business and fiscal planning initiatives that shape decision-making across the organization. You will:

• support and lead the development of the ministry’s business and fiscal plans, and the development of proposals, to secure program resources

• provide strategic business, financial and program planning advice, risk analysis and functional support as a subject matter expert

• lead project teams, from the initial development of the project framework to full implementation and completion, always meeting stringent timelines

• support a comprehensive ministry forecasting process throughout the fiscal cycle for in-year, monthly and quarterly expenditure management and reporting process

• provide technical guidance, leadership, training and mentoring to staff

What you bring to the team

Financial, accounting and business planning knowledge

You have knowledge of:

• financial and accounting principles, capital planning and asset management, financial management frameworks and principles, policies, processes and structures

• business and financial operations, including forecasting and expenditure management, sound business practices, organizational concepts, systems analysis, and evaluation systems analysis

• practices and techniques in the area of strategic/business planning, budgeting, financial analysis, and performance management

Analytical and problem-solving skills

• research and analyze complex financial issues, identify options, and make strategic recommendations supported by clear presentations and briefings

• review budgets, spending, and performance data, and provide advice on financial planning, resource allocation, and program effectiveness

• spot financial risks and trends, evaluate their impact, and help prioritize key business and program decisions

Project management, leadership and technology skills

• lead strategic business planning and provide expert advice on various ministry initiatives and projects

• use your leadership skills to coordinate work and support other unit staff to deliver quality outputs on time

• use computers and standard software for word processing, spreadsheets, databases, and presentations to produce reports and submissions, as well as specialized financial systems (e.g., ORBIT, IFIS, and forecast reporting systems) to collect and analyze data

Communication, advisory and consultation skills

• explain complex financial and policy information clearly and persuasively through reports, briefings, and presentations tailored to diverse audiences, including senior leadership

• collaborate with internal and external partners, using tact and diplomacy to exchange information, provide advice, and build strong working relationships

• present recommendations on complex issues, using consultation, persuasion, and negotiation skills to influence decisions and resolve differing viewpoints

• create communication strategies to support business cases, submissions, and risk mitigation efforts
