Reporting to the Comptroller General, the Assistant Comptroller General plays a critical role in managing how government departments and public agencies handle their financial operations. This position has a significant impact across the government and can influence the operating budgets of various departments and agencies. Improper execution may lead to serious financial and legal consequences for the Government of Nunavut.

The Assistant Comptroller General and the Comptrollership Branch in the Department of Finance are responsible for providing leadership in comptrollership functions, including financial reporting, Public Accounts, regional operations, and financial systems management. The role supports the efficient delivery of programs and services to citizens.

Role

The Assistant Comptroller General manages a team of 100 employees. Success in this role contributes to:

  • Maintaining public confidence in the Minister and Department;
  • Ensuring good governance within the GN and its agencies;
  • Compliance with GN statutes, including the Financial Administration Act;
  • Enhancing operation and accountability.

The role impacts all levels of government, involves contact with senior management, and requires providing expert advice on financial policies and operations. It influences service delivery to Nunavut residents and external client groups, including other governments.

Contributions

The position involves developing financial policies, establishing effective communication, and maintaining accountability standards critical to the government’s financial management and reporting.

The ideal candidate will have a professional accounting designation, a university degree in Public Administration, Business, or a related field, and over seven years of experience in program and service delivery management, including three at a senior management level. Expertise in financial policy development, public policy analysis, and knowledge of financial processes, human resources, and IT systems are essential.

This is a Position of Trust; a satisfactory Criminal Record Check is required.

The official languages of Nunavut are Inuktut, English, and French. Applicants may submit their resumes in any of these languages. Fluency in two or more languages is an asset, as is knowledge of Inuit culture, land, and Inuit Qaujimajatuqangit. Experience in a northern cross-cultural environment is also valued.

An eligibility list may be created for future vacancies. Priority will be given to Nunavut Inuit who self-identify under the Nunavut Agreement, and current government employees on probation must obtain authorization from their deputy head to apply.

Possession of a criminal record does not automatically disqualify candidates; an assessment will be made based on the position’s scope and duties. Foreign credentials must be assessed by a recognized Canadian institution.
