Project Overview: The Ministry intends to perform workload analysis activities to identify bottlenecks, areas of “waste” and opportunities for automation and/or digital tools to reduce staff workload.

Business Consultants at Experience Level 2 are consultants who can demonstrate in their submitted examples that they have led multi-discipline or single-discipline teams in a business initiative to design and align new business systems with business processes. They have created and followed a change management plan to transition from an ‘as is’ to a ‘to be’ state, reported to senior managers, and managed effective communication with project stakeholders at all levels from diverse business units. They possess the skill sets of Business Consultants at Experience Level 3, with additional expertise in project management, business process analysis, and change management.
The Business Consultant Level 2 is required to have the following skills and experience:
- Experience leading multi-discipline teams in designing and aligning new business systems with processes, and creating and following change management plans
- Expertise in Project Management, Business Process Analysis, and Change Management to ensure quality deliverables
- Experience managing effective communication with stakeholders at all levels
- Experience working with diverse technical and business stakeholders to understand needs, document workflows, identify bottlenecks, and recommend efficiency improvements
- Experience developing and measuring KPIs and quantifying expected outcomes
The Contractor’s responsibilities will include:
- Leading workload analysis activities and developing supporting materials
- Collaborating with project leads and business areas to define scope, resources, schedule, and approach
- Facilitating and managing stakeholder information sessions
- Developing project deliverables with the team and stakeholders
- Reporting project status and budget to project leads as per the project plan
